Business e-address: how to activate it and send your first e-invoice

A business e-address is an official electronic mailbox for communication with state institutions, and it has been mandatory for commercial entities since January 1, 2023. You can also send and receive e-invoices through the e-address. With a Doctile paid plan, e-invoices are issued, sent to the client's e-address, and received directly within Doctile, meaning you don't need to log in to the latvija.gov.lv portal for each invoice and all invoices are kept in one place.

What an e-address is and why your business needs it

An e-address is a secure channel provided by the state for official electronic communication. Institutions send decisions and notifications to it. A document in the e-address is considered delivered even if no one has opened it, so an unchecked mailbox can lead to missed deadlines.

An e-address is also one of the channels used to send and receive e-invoices. Therefore, it becomes part of the invoicing workflow, rather than just communication with institutions.

How to connect your e-address for e-invoices in Doctile

  1. Profile. The company creates its profile in Doctile.

  2. Paid plan. Activate the most suitable Doctile paid plan for businesses.

  3. Two-factor authentication. Enable two-factor authentication (2FA) in your profile settings.

  4. Application. Sign the application, which Doctile submits to the State Digital Development Agency (VDAA).

  5. Active e-address. Once VDAA reviews the application, the e-address is active and can be used to send and receive e-invoices in Doctile.

Doctile is an e-invoice operator, so it assigns a new sub-address to the company's e-address specifically for receiving e-invoices. Only e-invoices arrive there. All other messages and letters from institutions will continue to arrive in the latvija.gov.lv portal, so you must still monitor notifications for them.

How to send your first e-invoice with Doctile

An e-invoice is not a PDF file sent via email. It is a structured XML document compliant with the LVS EN 16931 standard, which the recipient's system reads without manual data entry. Doctile creates this file automatically, so the user does not need to work with XML. Invoices can be prepared in two ways, and in both cases, they are sent from Doctile.

  1. Preparing the invoice. The invoice is issued in Doctile's built-in invoice module, where client data, items, and VAT rates do not need to be re-entered for each new invoice. If the company creates invoices in its usual software, the ready-made invoice in Word, Excel, PDF, or another format can be uploaded to Doctile.

  2. Review. Before sending, the user reviews the invoice data and VAT.

  3. Sending. Doctile generates the XML e-invoice and sends it to the recipient's e-address. There is no need to log in to the latvija.gov.lv portal.

  4. All invoices in one place. Sent and received e-invoices are stored in Doctile, so you don't have to search for them in different places.

For recipients in other EU countries, Doctile sends e-invoices via the Peppol network. Pricing for this is determined individually, according to each client's specific needs.

When the latvija.gov.lv form is useful

The latvija.gov.lv portal features an e-invoice form where invoice data is entered manually or a ready-made XML file is uploaded. This is suitable if you only need to send invoices occasionally. The form only allows you to create commercial invoices, without credit notes and proforma invoices, and data must be re-entered every time. If you have more invoices, it is much more convenient to issue and send them from a single system that also stores all previous invoices.

What to check before sending

  • the recipient's name and registration number;

  • the VAT number, if the recipient is a VAT payer;

  • the invoice number, date, and payment deadline;

  • amounts and VAT rates for each line item;

  • the bank account (IBAN) for payment.

Deadlines to keep in mind

  • starting January 1, 2025, e-invoices are mandatory for transactions with public sector entities;

  • starting January 1, 2026, the data from these e-invoices will be submitted to the State Revenue Service (VID);

  • starting January 1, 2028, e-invoices and data submission to the VID will also be mandatory for business-to-business (B2B) transactions.

How to prepare right now

  • check whether the company's e-address is active and who has access to it;

  • find out how your largest clients prefer to receive e-invoices;

  • switch to an invoicing system that creates, sends, and receives e-invoices;

  • process incoming PDF invoices and receipts digitally, for example, using OCR for invoices and receipts.

Doctile also makes accounting easier. Doctile receives incoming e-invoices, while all other incoming invoices, receipts, and source documents can be digitized right within the platform. The data can then be imported directly into your accounting system without manual re-entry. Learn more in the for accountants section. Frequently asked questions

Is an e-address mandatory for businesses?

Yes. Since January 1, 2023, all commercial entities registered in the Enterprise Register must have an activated e-address. State institutions send official documents to it, and they are considered delivered even if no one has opened them. Therefore, it is important to ensure that notifications about new letters reach the responsible person.

How to start using an e-address for e-invoices in Doctile?

The company creates a profile in Doctile and activates the most suitable paid plan. Next, enable two-factor authentication and sign the application, which Doctile forwards to VDAA. Once the application is reviewed, the e-address is active for sending and receiving e-invoices, and all invoices are visible in one place within Doctile.

After connecting to Doctile, will all e-address messages go to Doctile?

No. Doctile is an e-invoice operator, so it assigns a new sub-address to the company's e-address specifically for e-invoices. All other messages and letters from institutions will continue to arrive in the latvija.gov.lv portal. Therefore, you must still monitor notifications for new letters in the portal to avoid missing deadlines set by institutions.

How does an e-invoice differ from a PDF invoice?

A PDF invoice is meant for human reading, and the data must be manually re-entered into accounting. An e-invoice is a structured XML file compliant with the LVS EN 16931 and Peppol BIS Billing 3.0 standards. The recipient's system reads it automatically, eliminating manual data entry and reducing accounting errors. A PDF invoice sent by email does not become an e-invoice.

When will e-invoices become mandatory between businesses?

From January 1, 2028. This deadline was set by amendments passed by the Saeima on June 5, 2025, as 2026 was previously planned. E-invoices have already been mandatory for transactions with public sector entities since January 1, 2025. From 2028, e-invoice data must also be submitted to the VID.

Which Doctile plan allows sending and receiving e-invoices?

Sending and receiving e-invoices via e-address is available in Doctile paid plans. Invoices are issued in Doctile or uploaded from your own software, and the system creates and sends the XML e-invoice. For recipients in other EU countries, Doctile sends e-invoices over the Peppol network for an individual price. Before sending, the invoice data and VAT are always reviewed by the user.
